... and I note that you managed to get to community.ccleaner.com if not www.ccleaner.com. Are you still having issues reaching www.ccleaner.com? If so:

Do you have any VPN software running, or might you have made edits to your hosts file to block certain domains?

www.ccleaner.com is served up via Akamai. Are there any other Akamai websites that you are unable to visit? eg: www.ikea.com, www.airbnb.com, www.bestbuy.com, etc

Some malicious modifications by malware will block access to security websites - and sometimes CCleaner gets classified in the security/remediation category. Are there any other security websites that you are unable to visit? www.avast.com, www.avg.com www.trendmicro.com, www.mcafee.com, etc?
Also, I forgot to say that I don't have CCleaner on my computer.
Nope, only CCleaner website is unavailable.
It only affects for my PC.
The DNS_PROBE_FINISHED_NXDOMAIN error that you are getting is apparently a common Chrome error.

If I run a command prompt as admin and ping ccleaner.com I get the below.
If I then put in that IP address into my browser address bar I get the other screenshot
Seems like it is not listed as an https site. So it could be a cloudfront issue or a CCleaner page that isn't resolving properly.

Wait I figured out, installing it portably (from MS Store) will work
I'd forgotten CCleaner was on the MS Store. (Not a place I go unless I really have to).
Must try to remember it's another option for anyone having install problems.
