Why does CCleaner scan sections that have been unchecked? For example, I unchecked "Windows log files", but after analyzing my PC, CCLeaner still displays all the log files (to be deleted).

I think it might help the moderators & developers or anyone else for that matter if you posted what O/S you are using and the version of CCleaner you are using. It could be a bug that needs to be fixed.
Then this means that there was a windows log file in a zone in the harddrive where it was'nt supposed to be.
