I checked Windows Log Files(39.8 MB) , hit the clean button, took it to 35.1 MB. That's it, will not clean the rest of the files. Any suggestions? Is this a problem for anyones else?

Ccleaner doesn't have an entry for windows' log files, so I'm not so sure what entry you are talking about.
Perhaps it's the WindowsUpdate.log file which can get huge and it's always locked by Automatic Updates therefore the reason CCleaner can't get rid of it without a little user intervention.
To delete that log you'd need to stop the Automatic Updates service, then wait maybe 2-5 minutes because it can take a few minutes for it to release its grip on the log, and then run CCleaner again to clean it. You can then start the Automatic Updates service, or reboot your computer to automatically have it turn back on.

I'm not at a PC right now, but doesn't that not clean the event logs (which is what I assumed the poster meant) but yes I had forgotten that was there (and my above assumption seemed to be incorrect, so I apologize for confusion)
