I was running the Scan PC and it got to the screen to select cookies you want to keep and the page had no exit, complete, back or any way to get off the screen. I had to terminate the program. The modal window title is:
“Add bookmarked websites to Cookie Allowlist”
do you have a lot of bookmarks in your browser(s)
I believe I know what the issue is here, we have seen it before.
You are referring to this pop-up window in Health Check:
As you can see in that screenshot there are 2-buttons in that pop-up window, ‘Cancel’ and ‘Add to allowlist’.
However:-
The pop-up window itself is a fixed size, and that means that if you have your screen display resolution set to a non-recommended size, and/or the magnification set to higher than 100%, then the contents scale up but the window doesn’t.
In other words - The contents can get scaled to bigger than the window and then don’t fit inside it anymore. So you no longer see them.
As well as the buttons going missing off the bottom, the text is probably running off the right side too.
It has been like that since that feature was first introduced, and there are no signs that it will be fixed anytime soon. (or even that they can fix it).
The only solution for now is to put your resolution/magnification back to 100% while using that feature.
Luckily it isn’t something that you will not use much because once you have put the cookies to keep into the allowlist then you don’t change them often.

Do you mean tabs? I have hundreds of bookmarks saved, but I had 20 tabs open.
No i mean bookmarks. CCleaner is asking you to whitelist ALL sites in your bookmarksYou probably don’t need/want that
It even (by @nukecad screenshot) tells you what sites it wants to whitelist
