Is Active Monitoring and Cleaning triggered when a computer is restarted as distinct from when the computer is booted?

If ticked, Active Monitoring is active when the PC cold boots (starts) or warm boots (restarts).

It's available in the Pro and Free versions but not in the Portable build.
