The ‘ccsetup_online_setup’ wont run on my windows 11 pro machine. It just seems to hang with no messages or prompts displayed
All virus scanners and protections have been disabled, but the setup refuses to run.
Is there a full download available?
Have you tried updating your Windows?
23H2 goes out of support on 11th November.
I’m not saying that will fix your problem, but it’s something that just might.

Other than that if you are using an AV other than Defender then that could be throwing a block.
I do note you say you have disabled them but maybe an Firewall rule blocking the Avast CDN or similar?
