After upgrading, uninstalling, reinstalling, and restarting of laptop, the cleaner still will not scan.

If so that means the CCleaner 7 service is not started
Press Win+R
Type services.msc
Find CCleaner 7 service. Is it set to Automatic and say running
If not set it so (something, maybe antivirus is stopping it from running at startup)
Start the service and reopen ccleaner
