CC7 is the only application that does this and I’d like it to stop. I have a regular practice of running CC7 weekly and don’t need it opening on its own.

When CCleaner opens, do you see any type of message?
If you do, please send me a screenshot of this so I can advise you further.
A pop-up advertisement appears prior to the app itself. I have no control over when it appears. When It does I’ll try to do a screen grab, but surprised you aren’t familiar with this intrusive advertising approach without needing to see it!
This has been annoying me too. Started after I bought the Pro version.
Each evening at 5pm, there’s a banner listing the things CC can do, and underneath it is the app, open and waiting to be used.
