when you made the other login user account to try installing Office on from that account, did you make it a Admin type of user?
after all these posts and time, we still don't know what version of Windows you have???
do you have a system image backup of before this whole event?
I'm using windows 10 and I've no backup
well, I'm tapping out at this point.

if it was mine, after doing all the above suggestions without success, it's now time to nuke it from space.
big hammer to hit it with for sure - but last resorts usually are.

and just to learn from a hard lesson to future proofing your system, start doing system image backups - not just data backups of your pics, docs, emails etc, but of the PC as a whole, at the Windows level.
they're like a snapshot in time of your PC - data, software, settings, everything.
