When I right-click a saved registry change in ccleaner and choose merge, I get this error.

What is your Operating System ?
I suspect you have a binary (non-text) file, or possibly proper text but an illegal format.
If you right click and select Edit you should see something in this sort of format presented by Notepad.
CAUTION - DO NOT SAVE FROM NOTEPAD WITH THE SAME NAME - But you can use "Save As" using a *.TXT extension.

It looks like text and not binary.
One feature I am not familiar with is values which start with
@=
otherwise nothing seems odd.
Does this reg file give the same warning which you started the post with ?
I have nothing more to offer but to comment :-
1. I believe Spybot Teatimer can impede changes to the registry and is alleged to conflict with some security software
2. that I deduce you are use XP of some sort from the final value
"C:\\Documents and Settings\\HP_Owner\\Desktop\\AmazonMP3Installer.exe"="AmazonMP3Installer"
