Cannot start CCleaner 7 as local admin

I have updated to CCleaner 7 and I have a Pro license.

When I try to start the app as a local administrator, I get an error that says:

Microsoft Edge can’t read and write to its data directory:
C:\Users\charles-local-admin\AppData\Roaming\CCleaner\EBWebView”

I used to be able to run CCleaner 6 as an administrator.

I managed to get CCleaner to start by manually creating the EBWebView directory in my local admin profile.

However, even when running as a local admin, it says I do not have permission to update drivers.
