I had the CCleaner professional free trial and canceled it well before it was over. However, I keep getting emails saying my card was declined and my card keeps asking me to verify transactions and I always deny it but my card number changes every time this happens. I have tried emailing customer support twice now and no response. I just want to stop getting stupid emails and card notifications.

You will need to contact support for account issues.
I note that you say you have already emailed them twice, please see below about sending multiple requests.
As you don’t mention a ticket number that I’m assuming they were emails and not the support form.
If you only sent emails then you can raise a support ticket and get a ticket number by using the form here: CCleaner Support Community
(Note do not try to change the language of that form, it has a bug and becomes unresponsive if you do that. If it happens then close and reopen your browser and try again without changing the language).
However you should note that support are slow to answer these days and it can take a week or more for a registered customer to get a reply.
Further you should note that the automatic support queue works off email addresses.
If the email you use when sending your request to support is not showing as registered to a current valid licence then you will not be seen as someone who has (currently) paid for support.
As an apparent ‘non-payer request’ your request will be non-priority and it may be a very long time (month or more) before the computer even shows your request to a support person.
PS. Sending multiple requests will not help - in fact it will slow a response down because each time you send another they all get automatically collected together as ‘further information’ and sent to the back of the queue again.
