Is there a way to backup CCleaner settings? In particular I would like to backup the "Cookies to keep" list under "Options" - "Cookies"?

I'm not sure if this will help you but you can try:
Options>Advanced & check the save all settings to ini file.
This ini file is stored in the ccleaner's program files folder.
