CCleaner for Windows? You might see an post-install or post-update offer for AV, a web browser or a VPN - but a) Telegram isn't one of these and b) anything that is offered won't try to install unless you specifically click the "yes I would like to install this" button.
Possibilities:

Yes I head Telegram on my computer before.
But CCleaner is still trying to install Telegram...
Can I avoid this?

So long that Dave no longer even works at CCleaner.
What he was getting at back then is that there is still a trace of Telegram somewhere on your machine. Something left-over from when you uninstalled Telegram.
Software Updater is seeing that trace/left-over and so thinks that Telegram is still on your machine and needs to be updated.
To stop that happening you will have to find and remove that Telegram left-over.
