Um, yes, if you custom make it yourself ;)

Most PC manufacturers have low-spec PC's for around $299 if you're lucky, and several probably have them in the $399-$599 range - of course you'd probably be getting a Celeron processor or slower Pentium 4. Don't forget that PC manufacturers also sell used/refurbished PC's with a warranty.
