ActiveX/Comm Issue won't go away in Registry Cleaner

After running the Registry Cleaner the following entry won't go away. Can anyone tell me what's going on and how to stop whatever is doing this?

Here's the registry

But there is no SpeechRuntime.exe in the referenced directory.
