On startup this morning, a popup message said that CCleaner is not available for use in my location.

What changed since yesterday?

There are several problems with build 5.45 and your problem is one of them

Piriform has removed the download from their sites and recommend you go back to the previous build 5.44 which can be downloaded here

		Disable all monitoring options, select the option to "Save all settings to ini file" under Advanced" tab, reboot PC. It seems to not turn on now even after running CCleaner. If you want to defer rebooting, just launch Task Manager and kill the task.
