Why does the update page give me v3.24 with a Nov digtal signature?
And 2 different sized files?
Interesting; it seems that the installer has somehow been repackaged. Maybe someone has an answer?
Anyway, installing the November package will install the same CCleaner version 3.24.1850, and the installed executables have the same date 2012-10-25.
What first alerted me was the new version availible page, then the download with the same name, but diff size.
And then the file had no signature tab......this was from Piriform's own link.
I had to download it again to get the screenshots.
I also noticed there was no toolbar offer in the Oct. exe so maybe there was a hiccup.
I'm thinking it was a 2-minute human error that was quickly corrected, and you were lucky enough to catch the error.

Thats because the installer adds a reg entry to offer it to you on a much, much later date

There are some types of "protective" Malware that protect their prey from infection by any competitive malware that might take a bite out of their prey.
I am guessing that Google Chrome considers you a prey that is worth protecting
I think the installer detects that I've already the products its going to offer and doesnt bother
