Ccleaner no longer installs or starts on Windows 10

I turned off the Defender. I turned off Defender - Potentially unwanted app blocker.

It didn't fix the problem.

The program stopped starting after the last Windows update. I uninstalled it to reinstall it, but now it won't install. After clicking the Install button, the installer is closed.

I've tried adding file and folder to exceptions. Even added an installer to exceptions. Tried installing to another drive. It didn’t help.

What to do?

Windows 10 Pro x64 21H1 19043.1202

That is usually a sign that an antivirus/antimalware is stopping CCleaner from running. (Especiallly if the Portable would not run).

You did mention a Defender setting - but do you have any other AV/AM installed?

'Exceptions' where?
Also - In the Defender Potentially unwanted app blocking does the 'Protection History' show that it's blocked anything CCleaner related?

Windows Defender.

Empty.

I will try to ask for help on the forum  forum.kasperskyclub.ru. Maybe it's because of a virus.

That would seem to say that Defender hasn't blocked CCleaner then, and you say you aren't running any other AV/AM that might do so.

A virus/malware blocking CCleaner is a very, very, remote possibility, but is a possibility so I would run a scan with a good tool like Malwarebytes:
https://www.malwarebytes.com/mwb-download
Malwarebytes runs quite happily alongside Windows Defender to give extra protection, or turn off the 14 day trial and just use it for manual scans only.

A bit of checking shows that you may have a different issue though.
You appear to be in country that is normally supported by CCleaner, however that country was made subject to sanctions by the EU on 24th June 2021.

Are you having any issues with other softwares that connect to the internet?

Try disconnecting from the internet before running CCleaner and tell us if that works.

I'm from Belarus. A check by the kaspersky team showed that there were no viruses on my computer.

Here is a link to their forum thread https://forum.kasperskyclub.ru/topic/84682-ccleaner-perestala-zapuskatsja-na-windows-10-x64-pro/

Is it because of the sanctions? Sanctions only make ordinary people worse, and not against whom they are directed...

Yes, I thought you were in Belarus.

TBH I'm not sure, but it does seem possible that you may be being affected by country sanctions.

I have asked the staff here if they can clarify whether CCleaner is currently being affected by new EU sanctions on Belarus.
We are aware that CCleaner can get caught up in such sanctions, it has been before.
If so then there is not a lot CCleaner themselves can do about it, it's politics.

We'll have to wait for the staff's reply to be sure whether CCleaner is being affected or not.

Background:

The EU imposed new sanctions on Balarus at the end of June, but such things take time to put in place and may only now be affecting people.
https://www.consilium.europa.eu/en/press/press-releases/2021/06/24/eu-imposes-sanctions-on-belarusian-economy/

Although not specifically blocking internet access it does prohibit the supply 'directly or indirectly' of certain softwares that could be used by the military or by 'specified persons'.

That 'indirectly' can mean that it prohibits supply of those softwares to anyone in the sanctioned country.

(As you say, sanctions such as this are politics and affect lots more than those who they are aimed at).

What you can do:

As said above , if it is a sanction block, then you should still be able to run your existing CCleaner when not connected to the internet.
The cleaning functions will still work, but the other tools, and updates, may be blocked.
You may also be blocked from downloading new versions until the sanctions are lifted.

Everything worked. What I've done.

I went to Event Viewer, Windows log. There in the applications, I found the ccleaner log crash. Found a topic in google on the forum https://community.ccleaner.com/topic/47911-bug/

I debug the mod, ccleaner tormented something, while I was reading the log, it started to start normally.

https://www.ccleaner.com/docs/ccleaner/troubleshooting/running-ccleaner-in-debug-mode

The problem was in the license, that the license expired and ccleaner crashed and did not want to start.

Now the program works fine, apparently it's some old bug in the program.

There may be some thing lost in translation, but I'm not sure how you get that it was licence issue from an incomplete thread that was never answered and doesn't say anything about licences?

CCleaner doesn't need a licence to run, if there is no valid licence registered then it runs in Free mode.

Anyway, so running CCleaner in Debug mode worked, and now it runs fine.
That seems odd as all debug mode does differently is to produce a log of what CCleaner is doing.

Maybe opening the logfile somehow gave something a shake? or it may have just been a coincidence?

@Mart1z: there were a couple of unhandled exception (crash) scenarios that were fixed in yesterday's 5.85 release (https://www.ccleaner.com/knowledge/ccleaner-v5859170). Please let us know if your issue persists after updating to CCleaner 5.85.
