I believe it was discussed that the error 26 is akin to server not available at the moment. ADVICE FOR USING CCleaner'S REGISTRY INTEGRITY SECTION DON'T JUST CLEAN EVERYTHING THAT'S CHECKED OFF. With that in mind, this most commonly indicates that the program is being prevented from connecting out to the internet, typically by security or firewall software. Making an exception for CCleaner will, then, prevent this from occurring by allowing it to communicate out. (And yes, this can even occur if it was working before - like any other software, indeed even more, companies making security software tweak its behavior quite regularly in order to try to prevent new threats.) Restarting into Safe Mode with Networking can certainly verify this, as in that Safe Mode, nothing should be blocking access on the computer (though your network hardware certainly could still).
