during games?, surfing the web?, starting up?, starting programs?, everything?

PC specs? (memory, CPU, drive, age, OS, AV software etc)

what have you tried so far, maintenance, scans, etc.

so it sounds like it's not the PC per say but your internet connection.

the movies you mention, are they from DVD's or online streaming?

give the modem a reboot, it may help, and go to speedof.me and do a speed test and report back its findings.

OK, that's some info we can work with.

do a speed test to be sure but let's attack your PC speed first.
run CCleaner, Defraggler and whatever other maintenance scans you like.
due to forum rules, we can't give advice on malware removal, so I let you see rule #10 here; https://forum.piriform.com/announcement/15-forum-rules/ for further reading.

other avenues of attack may be to check your network card driver for updates, trying another browser, checking what background or scheduled tasks your have and seeing what programs are started at boot time via MSCONFIG.

Could also be Windows itself, some updates can botch the OS installation making it buggy, or a combination of software that doesn't work well together such as having two antivirus softwares installed at the same time. However the malware removal advice given in the post above this one is something to seriously consider!

while getting help installing a software on my computer, I let the installer have control of my screen and he did some stuff to install the software. I am afraid he might have planted something in my computer somehow that messed things up. He came back and stated that my computer had this problem and that problem and that I needed to pay some crazy amount to get it cleaned. I of course did not buy the program he suggested but immediately disconnected.

ouch, yep, that doesn't sound good.
you may well have been stung by some scammer - what was the software you needed help installing?

it provides some good links to get you started to see if there is any linger malware the person may have installed.

we don't mean to intentionally scare you, and nothing may have happened, but can you take the risk?
better safe than sorry.

and I know I say this a lot - but if you aren't already (shame shame shame), do a damn backup. ;)  (well, not now, that particular horse may have already bolted.  but once you are happy the PC is c lean)
