Defrag map: Top = Start of partition = slow?

When I look at the colored defragmentation map for a certain partition:

Is the following then always correct:

 

Top of map = beginning of partition = slowest part of the hard disk access

 

?

Top of map = beginning of partition = faster part of the hard disk access.  the start of any partition is closer to the center of the disk, and faster.

The tracks on a HDD are grouped into a number of contiguous 'zones' If your partition covers more than one zone then the data transfer from the outer zone will be faster than from the inner. In that case the beginning of the partition will have faster data transfer. With a bit of luck you might gain a few microseconds. You'll never notice, though.
