You are going to have to give more information such as operating system used, version of ccleaner and what you actually say you uninstalled... Internet Explorer?

oft discussed next time search the forum before asking a question

Many programs (besides internet explorer) use internet explorer as a render engine, it is impossible to remove that part of ie and that is where those files come from (short version ;))

ADVICE FOR USING CCleaner'S REGISTRY INTEGRITY SECTION

DON'T JUST CLEAN EVERYTHING THAT'S CHECKED OFF.

Do your Registry Cleaning in small bits (at the very least Check-mark by Check-mark)

ALWAYS BACKUP THE ENTRY, YOU NEVER KNOW WHAT YOU'LL BREAK IF YOU DON'T.

CCLEANER, RECUVA, DEFRAGGLER AND SPECCY DOCUMENTATION CAN BE FOUND AT  https://support.piriform.com/hc/en-us and  https://www.ccleaner.com/docs

You probably just turned it off in Windows Features. Also chances are it would have files left when you turned it off.

This Glosses over my point. Internet explorer as a web browser is not on your machine, yes, but internet explorer is an integral part of windows and runs (as Aethec exampled with WinHelp) many other programs and even much of the windows Graphic interface itself
