Maybe this will help. A simple batch file which does the job:

I've been using that myself ever since you first posted it! It comes in handy with HP printers taking forever to do maintenance when they're supposed to be printing instead.

 

That and a winapp2.ini entry wouldn't work for it, the Print Spooler service has to be stopped first which is what DennisD's batch file does.
