After installing SP3, I can't even download CCleaner. I get HTTP 403 error. Wassup?! :(

There may be quite a few reasons especially as you have just installed SP3.

A couple I have read of are Zone Alarm cookie control, and IE trusted zone settings. Check your permissions also.
