Windows won't restart or shutdown

Installed Defraggler on gateway 831gm w/ 1.5gb ram.

defragged 'c' drive and now system will not 'restart' or 'shutdown' from windows. will only 'stand by' or 'hibernate'. only way to shutdown is to force with power switch.

anyone know how to correct this problem?
