I'll show you how to get it back! For XP and Vista users.
The comments below it say it only works for xp pro users.
Well I just tried it and noticed absolutely no difference whatsoever, so I set it back to the default setting. I don't know if a system has to be downloading Automatic Updates for it to be noticed or not.
On this tip I'm leaving well enough alone after reading this description of it in gpedit.msc:
Determines the percentage of connection bandwidth that the system can reserve. This value limits the combined bandwidth reservations of all programs running on the system.
By default, the Packet Scheduler limits the system to 20 percent of the bandwidth of a connection, but you can use this setting to override the default.
If you enable this setting, you can use the "Bandwidth limit" box to adjust the amount of bandwidth the system can reserve.
If you disable this setting or do not configure it, the system uses the default value of 20 percent of the connection.
Important: If a bandwidth limit is set for a particular network adapter in the registry, this setting is ignored when configuring that network adapter.
Tried it here as well and after a reboot a certain youtube clip loaded faster but that may or may not be related as a simple reboot can do that anyway.
What about if you disabled the QoS packet scheduler in the Access Network Connection Properties. Do you need to enable it if you use this network tip or not?

I'll go on the link when I get home...but why for the blocking?? We have Myspace, Facebook, Webshots, YouTube, any type of internet e-mail, games, and the obvious inapporpriate stuff blocked... but why that site???

After I had tried it I went to some speed testing sites, and they showed no improvements. Actually the test done on Speedtest.net was slower after the tweak.
It doesn't only work on Professional. It works on Corporate as well.
I'm not sure that I'll get a noticeable difference though. I set it down to 5.
