Microsoft Antispy data service.
As Antispy is no more, is this a leftover, or is it being used for Defender perhaps?
Well, you can safely remove it. If it belongs to Defender or something, it would ask next time you use the application to connect to the Internet.
My recommendation is to remove it. Probably a left over.
