windows files copy story

Hi guys I have a question regarding the story of files copied on the external hard disk. If I copy a file onto an external hard disk, windows mantains a log that remember this operation, but If after that copy I run Ccleaner with full flags the story remain on the pc ? I have copied some files to the external hard disk and then I runned Ccleaner, after that I selled the pc , the new pc users could be reconstruct the story of my personal files deleted ?

I don't know the answer to your question, but what I do know if I were selling off a PC: 

I'd remove the old drive, and then I'd put a brand new drive into it keeping the old drive for myself -- just in case someone tried to recover data.
