Stop cleaning the registry. I’ve always (ccleaner 2-6) cautioned people for cleaning the registry blindly, CCleaner 7 has made this problem worse. It is likely that is where your problem lies. If it still does it, press the reset to default button (seen below) and don’t add any checkmarks, see if it doesn’t do that anymore. We can try to find what’s doing it if we follow these steps.
我测试过了，肯定是CCleaner的问题，因为把CCleaner程序卸载以后，就恢复正常。应该是电脑重启进入桌面后CCleaner程序把任务栏安全中心“盾牌”图标进程拦截了。

Please hover your mouse over the icon when it is visible and send us a screenshot so we can confirm we are referring to the same icon.

Also you seem to be saying it only happens when you click ‘restart’ and doesn’t happen when you choose ‘shutdown’ and then start machine again. Is that correct?
