Thank you Nergal. It worked
CCleaner Free v5.17.5590 (64-bit) thinks all my browsers (Chrome, Edge, IE) are open even though none of them are. I'm running under Windows 10 64-bit with all patches installed. I OK "closing" the browsers and then CCleaner works fine. I can't figure out what makes CCleaner think all my browsers are open, especially because I only use Chrome except in rare occasions when I need to use a Microsoft browser.

Edge and IE are used by other programs to render their GUI (especially Windows Store Apps and Office Products). As far as chrome see the link in the second reply. and make sure (in task manager) that no errant processes exist.
