It is a known issue with that update - a Microsoft bug not a CCleaner one.
It was supposedly fixed but some users are still reporting that it will not install for them.
Try a ‘Restart’ (not Shutdown) of the computer and then opening Windows settings and doing a “Check for Updates” there.
