what is it you are trying to achieve?
just wifi within the bunker or to penetrate through it?
the metal reinforcement shouldn't be a problem, it'll just be rebar probably spaced at 100mm intervals (depending on the load/stress it's rated for) so will form too big a gap to have a Faradays Cage effect.

It's a 100 sq. mt. house and we have an Apple iMac in one room and a M/S Laptop upstairs and a portable iPad and now a Seagate Go-Flex 3TB back up drive that we can see from anywhere.+ a Apple TV unit (streams to any TV)
One site mentioned a "Homeplug" system could help ?
I've looked into the homeplug stuff, I've tno tried it yet, but that may well be a good bet. The other alternative is to run ether-cable through to house, which is what I, in the end, will do.
When hostile drones come over the horizon the first thing they will see will be the concrete bunkers radiating Wi-Fi in all directions.
Screened Ether-cable sounds a safer option
for me, if there is ever a choice, wired always trumps wireless.
if you can run cat5 through the walls/floors that would be my 1st preference. even if it's just to get a wifi access point closer to the devices.
if your wifi isn't strong enough to cover your house, look at N300 or N600, RangeBooster or the latest 802.11ac systems, but then you are up for changing all your wifi devices to the new adpaters - not pretty.
ethernet-over-power circuit (looks like that's what you guys call homeplug) or range extenders would be other choices.
wifi WAN networks are high maintenance and not as secure or reliable as their equivalent ethernet cousins. (imho)

the telephone ports would be a good option but there will be many hurdles to check out first.
telephone jacks are RJ11 or RJ12 whereas ethernet jacks are RJ45.
here in OZ, phone cable has 4 wires and only 2 are needed to make a phone connection.
ethernet cable has 8 wires arranged in 4 pairs, and you actually only need 3 of those wires to make a LAN connection (wires 2,3 & 5 I think from memory).
a lot of Sparkys are using cat5 for both voice and data as it's cheaper, so if your house has 4 wire phone cable or the installer used cat5 for the phones, then you are in luck.
I can't comment on the Ethernet-over-power circuit devices as I've never used them, or even seen them in use.
