What Does "Full Wipe" Do/Not Do Exactly?

I have a pretty bad virus on my computer, and I think the best option right now is to clear off my C drive and start over. However, I don't have my reinstall disks or anything to reinstall Windows (XP). Can the "Full Wipe" feature in CCleaner clean off my drive without reinstalling Windows? I'm pretty sure that's what it does, I just can't seem to find anything out there that says exactly what it does. Thanks in advance.
