If you're using User Access Control you'll find opening the main CCleaner interface will require an additional permission. I know It's Windows Vista's way of protecting my system from programs which access critical system locations. But I have all of my startup programs doesn't require UAC interaction except CCleaner. This make CCleaner with Vista annoying.
The only way I see this being doable is disabling UAC altogether, but, personally, I don't think that's a very smart thing to do. I don't find UAC too annoying, to be honest. Heh.

Glad I'm not the only one
This is not something you can do (Remove UAC per program) your best bet IMHO is to not have CCleaner in the startup programs. Why is it anyway? ? ? ?
