the clicking of "X" in the right hand corner will close the program, but in the background CCleaner ist still working and has to be finally finished via the sys tray.

Because you have it set to monitor your system at all times. Go into the options and turn that off. This is how I prefer to use CCleaner. I do not let it monitor my system.

I cannot find any check box to deactivate system monitoring. If you mean > settings > privacy, these check box is turned off.

It's now called Smart Cleaning, so try turning that off.
