From what I understand, the severing of these cables is not incredibly uncommon, due to ships dropping anchor and what not.
Sidenote: The location of where they "come in" in NYC seems to be a pretty well kept secret, IIRC.
The music industry has fictitious claims of losses due to File Sharing.
They even get the FBI to seize assets in New Zealand.
Perhaps the FBI has more extreme capabilities to stop international file-sharing.
