Unable to disable startup programs

There are some programs with the key "Startup Common" that are showing as enabled. However when I try to disable them from starting up when I turn on the computer, I get a notice saying: "Failed to enable/disable startup item: Cannot create a file when that file already exists."

How do I delete the file that exists in order to disable these programs from starting up?

When CCleaner cannot disable whilst running under your authority,

you cannot fix it yourself until you take care of permissions issues etc.

If you list each and every start-up you want to disable you may get more specific advice

How do I configure permissions?

The programs I want to disabe from starting up are:

Adobe Reader Speed Launch.lnk

HP Photosmart Premier.lnk

Microsoft Office.lnk

Common Startup is usually the "all users" startup folder

.lnk is what is typically shown for a shortcut to a file like the one on your desktop that you click to start ccleaner, they usually have a small black arrow on them to indicate they are a shortcut.

It does show them if they're in the Startup folder, example of two I have:
