Installed a new graphics card and have been left with this. I've tried all kinds of appearance settings but no luck. Any suggestions? Thank You!
right click, untick "lock the taskbar", place mouse over edge of taskbar to get the cursor, click and drag down..

I had tried that. Up down, everything!
Just fiddled with some more settings and fixed it!
Well try right clicking an empty spot at the tray notification panel and choose Customize Notification Icons and from there, you can choose to hide tray icons.
These tray icons are actually programs that automatically start when you turn on the computer so you can simply use CCleaner's module for disabling start up items that you don't need. Since you installed a new graphics card, new startup items related to your video driver have recently been created or installed and are set to launch at startup by default. So you have the option to disable them if you want, just don't disable the anti-virus though.

Well he could at least try. I suspect that his taskbar is not locked and is dragged slightly wider, showing the notification icons that won't show when there is little space when the taskbar is locked. The font size of his clock may also be too big like what you suspect.
However, disabling startup programs will at least lessen the tray icons shown and that might eliminate the second row and even lessen RAM and CPU usage.
But he did say that he already fixed it lol and he must have posted that seconds before I can post my last reply.
First of all, I hate the large blue arrow that replaces all the hidden icons in the notification area. Secondly, I actually want most if not all, e.g. Sandboxie loads when I open Ff. From the icon I can I can delete contents of the sandbox or open its settings. Weather Pulse icon to view forecast, settings, etc. All of the anti-malware icons assure me they are functioning and up to date. Recently I've enabled the Volume icon to mute as some sites open with sounds and I don't want to wake my wife as I get up early. Last but not least, I monitor my HD temp and RAM usage.
I fixed the problem by: Display Properties>Appearance>Advanced>increase the size of Active Title Bar (it also changes the inactive). Took a while to figure that one out. Wish Windows spoke English! lol
