no matter what i have tried i can't delete those annoying tracking cookies. I have tried ccleaner and other programs but can't get rid of them. they keep popping up on both sides of the browser.

These cookies, and how do you know they are tracking cookies ?
What cookies? You could list the sites.
Like Alan_B stated you need to supply more info, including what version of CCleaner you're using. Also make sure you're only running CCleaner with your web browser(s) closed. You could even try CCleaner or a similar tool in Safe Mode to see if that works.
If you're trying to clean Chrome, here's a problem I had. I would use ccleaner to clean the cookies and it would seem to work. Then when checking the cookie list in Chrome, all of these tracking cookies would still be there. After some checking and experimentation, I found the problem was the "Do Not Track" extension I had installed. This extension adds dummy cookies for all the tracking sites with no data in them to confuse the tracking sites.
Check your add-ons and extensions. Disable them and see if you can clean the cookies. Also, in Chrome, go to settings/advanced/privacy/content settings/cookies and click "keep local data only until I quit my browser" if you don't want to keep any cookies.
