The problem with defragmentation

Hello. Please tell me what has caused that recently, using the program Defraggler noticed that after defragmentation, the percentage of fragmented files on the disk remains the same as before the fragmentation. Previously, this was not posing fragmentation and shows how the percentage of fragmentation is reduced in the process. And now there is no such a strange thing ... Checked both on Windows 8.1, and Windows 7

Please, help!
