When you analyze your HD
the (protected) files representing the "System Volume Information"
i.e. the System Restore points are marked as fragmented.
It seems as if the disk is fragmented up to 15%
When runnung i.e Auslogic defrag analyze
or vistas own defragmenter it reports the system as 0% fragmented.
The industry standard seems to be to exclude these big files (>64MB)
when calculating the fragmentation prercent.
Since a lot of pepole seem to be bothered by this I would recommend
1. to mark these big files in another colour
and/or don't include them in the fragmentaion percent report.
