No, i'm using a defeult taskbar of Windows 7.
the problem comes for a clean of upgrade actualization ccleaner
Your start menu wasn't removed or deleted. The programs that show in the white area are recently run programs, I don't currently have ccleaner or a PC on hand and can't remember the exact cleaning rule to turn off, but this information should help someone tell you.
Untick Menu Order Cache
It actually warns you when you tick it (it is off by default)
"Your start menu will be reset. No items will be removed, although any custom ordering will be reset."
This include the 'recent' panel which comes up when you click the start button (these items are just a list of recently used start menu shortcuts. The list is deleted, the shortcuts are still in the menu)
