I recently had to re-format my hard drive. Wouldn't it be nice if the Start Menu Shortcuts and the Desktop Shortcuts were savable to a text file? Then when a customer wants to transfer the contents back from the memory chip he would have CCleaner transfer it back. In that way he would have a replica of his menu and desktop.

It's not what CC does. It removes crap, it's not a backup program.
Microsoft already has the Windows Easy Transfer tool which should cover those areas, and if not, the Desktop shortcuts (along with all things Desktop) live in the C:\Users\your logon\Desktop\ folder.
And the Start Menu shortcuts get created when the software gets installed, not much use having the shortcuts without the corresponding software.
I personally backup my Start Menu shortcuts using 7-Zip, so any zip tool could do the same easily.
