(Windows would have put a shortcut arrow on a shortcut icon).
“Safely open your device data” does not seem to be a normal CCleaner message.
I have never seen that message before, (of course it could be something new), CCleaner clears junk, plus a few other maintainance tasks, it is not an anti-virus that will “Safely open” files.

Yes it does, but without more info it’s hard to be sure.
It wouldn’t be the first time that the devs/marketing have messed with the icon. (Or the first time that marketing have alluded to CC being an AV when it isn’t).
It’s not a virus it comes automatically .when we copy all the files from the that shortcut to source drive and delete this it have no issue in the files, Customer regular ask me for this but I try to remove this shortcut from PC I didn’t come to conclusion.

Where are you getting the files from to copy them?
You don’t need to copy files from the standard CCleaner installer, (ccsetup_online_setup.exe), when you run it then it installs the necessary files itself into the standard CCleaner folder.
(C:\Program Files\Piriform\CCleaner 7.…)
The shortcut icon that the official CCleaner installer gives you looks like this:
It can simply be dragged to the recycle bin if you want to remove it.
Compare it to yours - yours has a different name and the colours are wrong, it also doesn’t have the blue shortcut arrow, plus you say that you can’t delete it.
All of that is suspicious - it looks like a poor copy and not the official CCleaner logo at all - so we have to ask again where did you get it from?
