Screen Display problems

This is how my screen looks:

how do i fix it? the icon looks werid.. there are black color behind the icons and it's kind of laggy.

Any help? please

Try going to Control Panel>System>Advanced>Performance Settings. Under the 'Visual Effects' tab tick 'Use drop shadows for icon labels on the desktop'

Try this.May help.

Display properties - Desktop tab - Customize Desktop - Web tab - untick Lock desktop items then apply/ok out.

Thanks for the help. I appreciate it.

They didn't work at all. It was the same. I downloaded MS Tweak UI and did a Rebuild on the icons several times and downloaded a .reg tweak from Kelly's Reg and then restarted the computer. It's working completely fine now though.
