CCleaner version? Have you waited for a while and let it load? Sometimes it takes time to create the application/entry list.
Are you using Winapp2.ini -file?

I suspect you've been updating a corrupt program, and suggest you completely uninstall CCleaner and install anew from filehippo.
version 3.24.1850, but the same happened with other recent versions, although older versions ran OK (I have been using CCleaner for years). Have waited a long time (much longer than I would expect it to take applications to load). How do I find out if I am using Winapp2.ini?

If you don't know, you're probably not using it.

Perhaps UAC is not working in your favour since those changes.
Perhaps try navigating to your program files directory, then delete the entire CCleaner folder. This will also erase winappini2.ini.
Download the new CCleaner & install it. Then, set it up to clean what you normally do, & uncheck UAC bypass under advanced options.
While this may or may not work, I decided to more or less guide you through some of the steps others listed above if that helps any.
Post back whether this works, if you would, so we may continue to try to help if this fails.
