Restore Registry back up

I am having boot up problems. Windows logo and the white circles but it does not move on. Tried all repair options apart from re-install Win 10 which I really do not want to do.

I have an off site back of my ccleaner registry files. Is it possible to restore to one of them via the command prompt?

if you can get to the Windows command prompt, you should be able to type in regedit, then you could File, Import your backed up .reg file.

but I don't hold out much chance for success in that particular throw of the dice.

have you tried the Advanced Startup Options menu, clicked Troubleshoot > Advanced options, then you have choices of System Restore, System Image Recovery, and Startup Repair.

as well as Startup Settings where you can select Safe Mode.

and back on the Advanced Options menu, you could choose Reset this PC where you could either fresh install or repair install keeping your files.

how did you get to this stage, did you run the registry cleaning process in CCleaner?
