apologies if retracing steps you have already tried, but I don't know if you have already attempted the following or what was advised in that other thread...
so... I would go into Control Panel, System, get to your Restore Points and hit Delete, then set it to Disable, OK, and reboot the PC.
go back into Control Panel and set Max Usage to 1% (and re-enable of course).
reboot again, go back in and create a Restore Point.
does CC see it now?
what about from another User Profile?
as to some history, I personally set the whole Restore Points stuff to off on all my PC's.
when it comes to system recovery, they are very limited, and with personal data, they are completely irrelevant.
granted, they can sometimes get the PC to start after say a dodgy driver update and things like that.
but they are not substitute at all for doing personal backups and/or system images.
to give a real world example, I've tried them dozens and dozens of times to help get a PC recovered, and maybe twice have they helped.
when they haven't helped, it's a fresh reinstall of Windows.....
