Requests to pay for software that is already purchased

I get pop up notices recommending that I buy the upgrade when I have made these purchases and I have a Licence key. It puts doubt in my mind that I have been registered.

Have you actually entered your new key into CCleaner to activate it?

Options>License Key>Activate new key
